I chose classical for a few reasons. Economics theories and biological theories have certainly been effective in explaining increases in homicides in our city. Those from lower socioeconomic backgrounds and those with mental health issues have been over represent in recent years. However, classical theories focus on deterrence and punishment and less enforcement has experienced a significant evolution in recent times. Waning supplier of law enforcement, larger levels of community distrust, media have certainly greatly impacted how law enforcement engages with communities and impacted how and when laws are enforced. A decrease in focused enforcement efforts and specials units to address street level narcotics and Gangs has caused an increase in gang, drug and violent activity. Restrictive policies on pursuits and use of force as well as media scrutiny contribute to lower levels of engagement by officers and less enforcement of laws. Lack of fear of being caught, lack of consequences and lack of enforcement have directly impacted homicide rates. If we empower officers to do more while still setting an expectation of accountability for their choices and decisions, we will have an immediate impact on the homicide increase.
