is essentially an ideational
theory that emphasises the
importance of belief

roles in international politics,
arguing that, at its core, the
ways in which actors behave
in international politics are
shaped by a consensus about

Preliminary Conclusion: This research examines how theories of international relations view the Covid-19 pandemic. It claims that the three
main theories, realism, liberalism, and constructivism, all provide nothing but more of the same. However, complexity theory’s use in the
subject of international relations is still in its early phases. The research finds that a realist view of the pandemic sees it as a threat that forces
states to engage in greater self-help politics, while a liberal view sees it as a transnational threat to the liberal International Order and its
norms and institutions.
