With the correct information, politicians can be influenced and rewarded. As a member of the nursing professionals involved in policy development, the nurse can deliver accurate and current information. The nurse must be prepared to speak on the topic with a sense of expertise, backed by reputable research, with facts double-checked, and statements explained succinctly in easily understood terminology. The approach should be friendly and cooperative. As part of the legislative process, the first step is identifying a problem or issue. Whether this is a simple request to honor a public figure or a more complex event, it is up to the organizer. A legislative staff member receives the idea or proposal, believes the concept or issue is sufficiently significant to warrant legislative consideration and works with legal counsel to draft the law. Having developed the bill, the politician will approach colleagues for support before introducing it. When there is some form of public support for a proposed law, a bill can produce change. Having an elected official who is well-liked and serves on a key committee can considerably influence this process.
The nursing profession’s job is to obtain sponsors, prepare a proposal, and convince potential co-sponsors. Even a well-organized group such as nurses finds the legislative process challenging. Nevertheless, some bills manage to pass. The procedure for introducing a bill is typically lengthy, requiring public hearings. The practice of multiple sponsors is common among politicians, who frequently co-author legislation. By banding together around the proposed legislation and rallying bipartisan support, the process for moving forward accelerates. Every proposal must be classified and placed in the legislative record. The proposal is passed off as either a House bill or a Senate bill as soon as possible. It is always possible to forward a bill passed by the House or Senate to those bodies for consideration, and this is when the bill receives significant support presented successfully. The committee will consider the following legislation. A committee can make changes or amendments to a document to understand potential constituent concerns (Mason et al., 2016).
Decentralized political and administrative systems can lead to difficulties in formulating, translating, and implementing policies. A national initiative requires more than the working of subnational acceptance mechanisms, especially in low-income and middle-income countries. Processes that lead to effective implementation are essential for solving complex health system problems because traditional linear approaches have not worked effectively to achieve the desired outcomes and effectiveness. Evidence-based initiatives may find it challenging to be implemented in newly developed settings as designed due to a change in context. There are many levels of government within a government system. Compared to this, a unitary system has only one level of government. Federal systems are systems defined by the sharing of authority between national and subnational levels of government at different levels. The division between these levels can be complex, however. As the term “unitary” implies, the distinction is not clear-cut. It does not mean that all decisions become evident at the national level (Eboreime et al., 2017).
