Help The Homeless
Introduction
I.
“There is a lot that happens around the world we cannot control. We cannot stop
earthquakes, we cannot prevent droughts, and we cannot prevent all conflict, but when
we know where the hungry, the homeless and the sick exist, then we can help.” – Jan

My goal today is to persuade you all to help decrease the rise of homelessness.

After doing extensive research, I am confident enough to inform you all on my topic.
IV.
First, I will discuss the problem of the recent rise in homelessness. After, I will talk about
what lead to the rise. Then, I will tell you all the solution that needs to be made in order
to help this issue.

Homelessness is an ongoing issue that is slowly rising day by day.
A. To speak of the San Fernando Valley alone, or even Los Angeles. Going down
any street we see homeless people living in tents, on bus benches, or even just
laying on the floor.
1. Los Angeles is greatly known for something called “Skid Row.” Now skid
row is where we find a large population of those in poverty living on the
streets. This is a place that homeless people have made their home in
which they are living in unsanitary conditions.
2. Now moving into the valley, we are starting to see formations of this

1. The San Fernando Valley alone saw a 35.2 percent increase in its
homeless population over the last year as the number of homeless people
in Los Angeles County increased 5.7 percent (Patch).
C. WordPress.com discusses how homelessness is harmful to not only the indiviual
themselve, but the community as well (“Homelessness: The Social”).
1. This way of living is affecting many human beings health. Living on the
streets is no way to maintain the proper health especially with little to no
access to resources. This leads to many homeless people getting sick or
developing medical conditions.
2. It affects the community by turning it into a loitering area meaning that we
constantly have homeless panhandling and asking for money.
(“Homelessness: The Social”). The community loses some value with the
visible poverty on the streets, for example tents being lined up on the
sidewalk, which drives people away.
(Transition: Now that I told you all the problem, let me discuss the causes that led to this
problem.)

housing and mental illnesses.
A. One of the major causes of homelessness is the lack of affordable housing.

domestic violence. This correlates with disabilities like depression or post
traumatic stress disorder (“Top Causes of’).
1. Mental disorders make life harder to go through and put people in a state
in which they are unstable. Without stability, it makes it that much harder
to maintain a normal life which can ultimately lead to homelessness or aid
in remaining homeless.
(Transition: Now that I told you all the causes, let me state my solution.)

The solution that should be implemented would be something called “Housing first.”
A. This solution will work because it will require less money to implement than most
other alternatives that are being done today.
1. “Housing First” will take homeless people and put them into subsidized
housing that will have the resources they need if dealing with any mental
illnesses or substance abuse issues.
2. When homeless people are picked up off that street, they are normally
either getting arrested or institutionalized and on the rare occasion a
shelter. These are all very high cost alternatives (“Proven Solutions”).
B. This solution is practical because it’s been done before and proven to work. Along
with treating homeless people like who they are which is people instead of
homeless.

Like Los Angeles, New York deals with a high population of those in
poverty. They took homelessness seriously and provided them with the

2. This is the best solution because it treats the homeless like actual people.
Instead of making these unstable people feel even more crazy by putting
them into these mental hospitals or even jail, we are providing them with a
future by giving them the first step to a stable life.
C. Aiding the homeless has been attempted on multiple occasions but have
ultimately failed numerously.
1. Most of the time homeless people get arrested and taken to jail. They
suspect that this will help clean them up or help them reevaluate their life.
Instead when they are let out, they remain on the streets.
2. Another situation that was occurring was letting the homeless sleep in
parking lots overnight (“Wilcox”). This is still not a humane way to live
and isn’t even really a solution.
3. My solution differs from these solutions because it is a permanent solution
rather than a temporary one. It is more cost efficient and actually targets
the problem rather than just suppressing it.

today.)
