MGT2701 The Healthcare Sector: Provision, Policy and Funding
Date of submission: Week 11 Term 1
It is expected that through classroom learning and independent study you will be able to recognise and connect how academic skills support provision, policy and funding within the healthcare sector.
In self-selected teams of three/four, participate in a formal debate to review the range of healthcare provision; the impact of policy on provision and the provision of funding. A debate is based around a suggestion or ‘motion’ relating to an idea or opinion. People who are arguing to support the motion are called the ‘proposers’. and people arguing against the motion are the ‘opposers’.
Motion 1: This house believes that only ‘proven’ (evidence based) healthcare should be provided by public funding
Motion 2: This house believes that transparent rationing of healthcare is acceptable
Debating order
The order that is followed in a formal debate is:
1. The debate is chaired by a ‘speaker’, who reads out the motion.
2. The first proposer presents the arguments for the motion.
3. The first opposer presents the arguments against the motion.
4. The second proposer presents further arguments in favour of the motion.
5. The second opposer presents further arguments against the motion.
6. This side-to-side debating of the motion continues until all the people involved have had their say. The rules of a formal debate are quite strict, limiting each contributor to speaking only once during the debate*.
7. A maximum 10-minute break to prepare the final summations
8. An opposer then sums up the key points of the argument against the motion.
9. A proposer then sums up the argument for the motion.
10. The speaker re-reads the motion.
11. The audience then votes ‘for’ or ‘against’ the motion.
*Where there is an uneven number one member of the team may speak twice and be given the opportunity to provide the final summation.
Submission Guidance:
Each team will produce a PowerPoint presentation summarising their arguments and evidence that will be presented in the form of a 15-minute debate to their peers and the tutor. Each individual is required to submit either their own slides or a copy of the team’s slides PLUS a 750-word summary of the arguments made.
